Project Manager (PM)

LOCATION: Atlantic City, NJ
REPORTS TO: IDIQ Program Manager

VMD contracts with the Transportation Security Administration (TSA) for Passenger and Baggage Screening Services at various Airports through the TSA Screening Partnership Program (SPP). The Project Manager is responsible for complete day-to-day operational oversight at the task order Airport. Tasks include coordination and interface with airport stakeholders, airline officials and TSA. Written and oral communications are critical skills.

Job Description

The primary Project Manager tasks include, but are not limited to, the following:

  • Accountable for all aspects of the task order (TO) Airport and manages the day-to-day execution of task order related activities.
  • Responsible for contractor oversight of passenger and baggage screening operations at designated airport location.
  • Provides on-site leadership of workforce
  • Responsible for TO operations and resourcing of all Task Order requirements, including staffing, Government Furnished Equipment (GFE) accountability, and tasking responses.
  • Responsible for meeting technical and contractual requirements of the TO.
  • Ensures that management processes and business systems facilitate meeting performance requirements.
  • Maintains a positive working relationship with key stakeholders including TSA and airport administrators.
  • Conducts Task Order monthly Program Management reviews (PMR).
  • Manages and collates mandated reporting data

  • Develops plans for future expansion, operational changes and TSA requirements.

Education, Vocational Training & Experience:

  • Bachelors Degree
  • Must be a U.S. Citizen
  • Must complete a favorable Background Investigation.
  • Must be able to obtain and maintain a Secret Security Clearance.
  • One of the following:
    1. Formal certification in program/project management issued by the Federal Government (such as FAC-PM, DAWIA, or U.S. DHS) or certification issued by a non-government organization like the PMP(r) credential issued by the Project Management Institute; or
    2. At least 5 years of management experience in aviation security, airport operations, or personnel security services (demonstrated experience in supervising personnel in a Federal government environment is highly desired).

Security Training Instructor (STI)

LOCATION: Atlantic City, NJ
REPORTS TO: Project Manager

In general, the STI is primarily a training specialist that screens to maintain screening awareness and technical proficiency in order to instruct.  STIs manage and deliver training material and maintain communication with supervisors concerning training issues that may reveal security-screening weaknesses or vulnerabilities. 

An STI shall successfully complete screener training and an initial STI certification training course to become qualified.  In addition, prior to delivery of nationally developed TSA training, all Train-the-Trainer and specific course certification requirements shall be fulfilled.

Job Description:

  • Works independently, applies developed experience to perform duties associated with the Security Training instructor Program. Completes majority of work without need to refer issues to a superior for a decision, exercises sound judgment.
  • Performs training instruction within established guidelines and standards in support of nationally developed training programs. Develops and adapts national training protocols to meet local needs.
  • Supports recurrent training needs, conducts return to duty and remediation training.
  • Administrative support (i.e., OLC entry, test administration, classroom support)
  • Provides oversight to collateral duty ATIs; conducts Quality Assessments.

Reports directly to the Project Manager on security related issues. The STSO will ensure all assigned personnel provide the traveling public with the highest levels of security, customer service, and professionalism. Upholds the TSA Mission while exemplifying VMDs core values. The STSO will direct the work of all sub-ordinates to ensure the requirements of TSA’s Checkpoint/Checked Baggage SOP’s are met. STSO performs a variety of duties related to providing security and protection of air travelers, airports and aircraft. As a STSO, you may be required to perform passenger screening, baggage screening or both. You are expected to perform all of these duties in a courteous and professional manner.

  • Continuously and effectively interact with the public, giving directions and responding to inquiries in a reasonable tone and manner.
  • Stand and remain standing for periods up to three hours without sitting.
  • Lift and/or assist another individual to lift (from the ground) an object weighing 70 pounds.

  • You must have a high school diploma, GED or equivalent; or at least one year of full-time work experience in security work, aviation screener work, or x-ray technician work.

In order to successfully perform this work, Transportation Security Officers must possess the following knowledge, skills, and abilities:

  • Interpersonal Skills (e.g., responsibility, honesty integrity)

In addition, all transportation security officers must meet the medical standards:

  • Distance vision correctable to 20/30 or better in the best eye and 20/100 or better in the worse eye
  • Near vision correctable to 20/40 or better binocular
  • Color perception (e.g., red, green, blue, yellow, orange, purple, brown, black, white, gray) note: color filters (e.g., contact lenses) for enhancing color discrimination are prohibited
  • Hearing as measured by audiometry cannot exceed: a) an average hearing loss of 25 decibels (ANSI) at 500, 1000, 2000, and 3000Hz in each ear, b) single readings of 45 decibels at 4000 or 6000 Hz in each ear
  • Adequate joint mobility, dexterity and range of motion, strength, and stability (to lift and move up to 50 pounds), as well as a complete medical evaluation including cardiovascular system, hypertension, etc.

Conditions of Employment:

To be considered for employment, you must be able to:

  • Demonstrate daily a fitness for duty without impairment due to illegal drugs, sleep deprivation, medication, or alcohol.
  • Work all of the following: irregular hours and/or shifts, including split-shifts; holidays and weekends; overtime; and extended hours.
  • Pass a Drug and Alcohol Screening.
  • Pass a background investigation, including a criminal check and a credit check.

In addition, you must successfully complete required training, which includes: 56-72 hours of classroom training, 112-128 hours of on-the-job training, and a certification examination.

Continued employment is contingent upon passing recurrent training and certification exams on a periodic basis.

Transportation Security Officer (TSO)

POSITION: Transportation Security Officer
LOCATION: Key West, FL
STATUS: Non-exempt

RESPONSIBILITIES:
  • Performs a variety of duties related to providing security and protection of air travelers, airports and aircrafts and various tasks such as: pat down searches, operation of x-ray machines, property searches and ticket document checking using electronic and imaging equipment
  • Continuously and effectively interact with the public, giving directions and responding to inquiries in a reasonable tone and manner
  • Stand and remain standing for periods up to three hours without sitting
  • Lift and/or assist another individual to lift (from the ground) an object weighing 50 pounds
  • Maintain focus and awareness within a stressful environment containing numerous distractions, which includes noise from alarms, machinery, people, time pressure, disruptive and angry passengers, and the requirement to identify and locate potentially life-threatening devices and devices intended on creating massive destruction
  • Make effective decisions in both crisis and routine situations
  • Perform other duties as assigned
EDUCATION/EXPERIENCE/SKILLS/QUALIFICATIONS:
  • High School Diploma, GED or equivalent; or minimum one year work experience in security work, aviation screener work, or x-ray technician work
  • Must possess excellent communication skills and the ability to represent VMD in a positive and professional manner when interacting with the traveling public and stakeholders
  • Excellent visual observation and identification skills
  • Skill sufficient to operate all advanced technologies and security equipment at screening checkpoints
